first_imgCourt-ordered Article 106 March 19 elections…engaging in more ‘constitutional heresy’Former Attorney General and Legal Affairs Minister Anil Nandlall has accused the David Granger-led Administration of practising “constitutional heresy” by still holding Cabinet meetings but under a different name while ignoring the recent ruling by acting Chief Justice (CJ) Roxane George.Former Attorney General Anil NandlallNandlall said that in her ruling, the CJ stated clearly that in accordance with the Constitution and upon the successful passage of the no-confidence motion, on December 21, 2018, the President (David Granger), as well as the Cabinet, was taken to have resigned.“To circumvent the CJ’s ruling and to subvert the express language of the Constitution, the Government continues to meet and make decisions, but they are not calling those meetings Cabinet, but a ‘Ministerial Plenary and the Secretary to this extra-constitutional body who used to be the Secretary to the Cabinet (Edward Persico), that person is now called Secretary to the plenary,” he explained.MockeryThis move, according to Nandlall, highlights how Government is making a mockery of both the acting CJ’s decision, as well as the express provisions of the Constitution. He reminded that the Constitution provided for an institution called Cabinet and that institution is to advise the President on the direction in which the Government should go policy-wise and in accordance with good governance.He argued, “Cabinet has been disbanded so to speak by the CJ’s ruling and by the express language of provision of the Constitution by the passage of the no-confidence motion. You can’t concoct another agency calling it a name and imbuing it with the power to perform the functions that Cabinet used to be performing. Where did the plenary of Cabinet Ministers, whatever that amorphous organisation is, is not provided anywhere in the laws. The Constitution creates a Cabinet and it ascribes to Cabinet the functional responsibilities that Cabinet is to perform,” he added.Again, Nandlall said that it could only be seen as constitutional heresy at its worst. His reasoning for this is that all of the decisions which are now being made are unconstitutional and illegal. “At some time they will have to set aside that as illegal and unlawful, because it is,” he stated.Minister Harmon was the first to reveal this information, stating that the plenary of ministers have met as a collective to note contracts from the National Procurement and Tender Administration Board (NPTAB) and give approval for various official government appointments.The Minister revealed that the plenary approved diplomatic relations with San Marino, the appointment of a new Indian High Commissioner and a non-resident Ambassador from Kuwait.The plenary gave its consent for the reconstitution of the National Data Management Authority (NDMA); a Value Added Tax (VAT) Appeal tribunal and also approved the Customs and Trade Single Window System Bill 2019. This Bill, Harmon explained, will pave the way for improved processing of data.Harmon defended the meeting of the plenary, noting that such meetings were also held last year. The Minister was asked to explain under which law is a plenary of Ministers authorised to meet and ‘note’ contracts.“The plenaries are an extended Cabinet with all the Ministers included. It is noted that there is in fact a judgement of the court that was made with respect to the Cabinet. That judgement was appealed. But we have not had a stay of the judgement, and as such, we have not held Cabinet meetings.”“Ministerial plenaries are chaired by the President and include all the Ministers. It, therefore, has all the powers that a Cabinet has… the appointment of a Minister, sitting as a Minister appointed in a full meeting with the President has the full authority of the Government to perform his functions.”Government fell to a no-confidence vote brought against it on December 21, 2018. It took the matter to the High Court, but was defeated. Creator Lord Jesus Praised at 100th Anniversary of Flight

first_imgWhen the NASA master of ceremonies told the crowd he was very honored to introduce Anne Graham Lotz, daughter of Billy Graham, to give the invocation at today’s 100th Anniversary of Flight celebration at Kitty Hawk, North Carolina, he apparently did not know what he was in for.  Mrs. Lotz gave a forceful, impassioned, politically-incorrect prayer praising the God of all creation, the Lord of the land and the sea, the God of Abraham, Isaac and Jacob, and the Father of the Lord Jesus Christ.  She thanked God not only for the 100th anniversary of flight, but for the upcoming 2003th anniversary of the baby in the manger, Jesus Christ, who went to the cross to die for our sins, that we might have eternal life.North Carolinians are justly proud of their famous sons, including Billy Graham, but this prayer must have stunned the crowd at this ostensibly secular celebration.  Mrs. Lotz pulled no punches.  There was no mealy-mouthed reference to some nonsectarian Force, but a distinct, unambiguous statement that Jesus Christ is Lord of creation and our only Savior.  The gospel message was clear and forceful.  No loud ovations were heard from the crowd at the Amen, and the next speaker was introduced without comment.  Such boldness is rare on the American scene today.  Listen to her prayer, if you can find it on replays, where it most likely will be secretly edited out.    The Wright brothers, by the way, were sons of a minister in the United Brethren church, and as boys, professed faith in Christ.  They said their Christian upbringing was influential throughout their lives.  For their remarkable story, readers are encouraged to get a copy of the Mott Media Sowers Series biography by George Ludwig, They Gave Us Wings, for the family to read on this momentous centennial of human powered flight.  Here is also a short biography on the Answers in Genesis website.    Speaking of creation, the Wright brothers got much of their technological insights from watching birds.  Admiring gulls and eagles hovering in the air, Orville and Wilbur carefully studied their perfect balance between the forces of lift, drag and gravity.(Visited 21 times, 1 visits today)FacebookTwitterPinterestSave分享0last_img read more

Joburg, Clinton climate initiatives

first_img4 January 2008A unique relationship is developing between the Clinton Climate Initiative (CCI) and the City of Johannesburg, with the former committing substantial funding and technical support to help Johannesburg to become an energy-efficient, environmentally friendly city.CCI is a partnership between the Clinton Foundation and the Large Cities Climate Leadership Group (known as the C40), which aims to take practical and measurable steps to reduce greenhouse gas emissions and increase energy efficiency in large cities across the world. Usually, the foundation prefers to provide non-financial assistance.In July, the City launched its energy efficiency programme, which includes the Rea Vaya Bus Rapid Transit system, the energy efficiency building retrofit programme, and the solar streetlight township electrification programme. The latter two are in pilot phase.Know-howIn all of these initiatives, the CCI is providing technical assistance to Johannesburg, especially as far as energy efficient procurement, information support on technology and products, and financial and cost analysis are concerned.But the City has also received grant assistance from the CCI. Firstly, the foundation provided a grant to hire the Institute for Transportation Development and Policy (ITDP), a leading international organisation promoting environmentally sustainable and equitable transportation worldwide, to develop the design and operational plan for Rea Vaya.The operational transport plan was submitted to the City in July. “According to the ITDP, Rea Vaya will reduce 311 586 metric tons of carbon dioxide emissions from the current ‘do nothing’ scenario,” a progress report on the partnership confirmed.Secondly, a grant was provided to hire a climate change and cleaner production deputy director for the City. The chair was filled in November.At the same time, the environmental management department gained the technical assistance of an acting director for project support, appointed by the Clinton initiative to give support in the implementation of joint City-CCI projects.“The Clinton Foundation has established a unique relationship with Johannesburg due to the City’s aggressive 2010 climate change goals and the executive mayor’s leadership in the C40 and International Council for Local Environmental Initiatives,” the executive director for environmental management, Flora Mokgohloa, stated in the report.So far, Johannesburg has received technical assistance from the foundation for waste management, energy efficiency, performance-based procurement and its operational transportation plan.The relationship between the two has strengthened since the foundation approached the City to form a partnership to fight climate change.In May 2007, Executive Mayor Amos Masondo joined a group of some 30 business and local government leaders in New York to discuss the role cities can play in reducing climate change. Called the C40 Large Cities Climate Summit, it was only the second summit of this nature to be held. The first was held in London in 2005.At that time the summit group also entered into a partnership with the CCI, led by former United States president Bill Clinton. The CCI assists by pooling the buying power of cities, mobilising expert assistance and facilitating the sharing of information about successful and replicable programmes.Key initiativesThe CCI hopes to reduce energy use in buildings worldwide through a landmark new programme and the City of Johannesburg has come on board, signing agreements to join the fight against climate change.A new procurement and financial model for 12 council-owned buildings is now in pilot phase, in which energy use will be drastically reduced through a number of measures. The pilot buildings are in Dobsonville, Ennerdale, Jabulani, Lenasia, Meadowlands, Newtown, Sandton, the Metro Centre, Museum Africa, Putco, the Roodepoort City Hall and Roodepoort Civic Centre.“It is the City’s intention to expand the programme to retrofit as many public buildings as possible by 2010,” Mokgohloa said. She stressed that the programme went far above and beyond lighting retrofits; it included boiler and chiller plant optimisation; improvements to electrical systems; roof, window and building improvements; and indirectly through procurement savings, among other things.A second initiative will look at solar power, still underutilised in sunny South Africa. City Power is identifying areas where solar street lighting can be implemented and appropriate technologies used. A flexible photovoltaic system, which can be laminated to most structures, is being explored and City Power is working closely with the CCI to plan a possible roll out.Lessons learned and alternative approaches are being looked at together with Beka, the company that was responsible for the Zandspruit solar street lighting pilot project.Apart from assistance with the BRT operational plan, the CCI is working with the City’s transportation department to analyse various propulsion systems and fuel types. The CCI is also exploring price discounts for BRT buses for C40 cities. A traffic congestion workshop will be held in December where C40 cities will share experiences in hybrid diesel and ethanol buses, station design, fare collection and financing.Another energy efficiency possibility is a landfill gas-to-energy project, with a report recently completed in which the eight proposal bids for gas extraction were evaluated. The project entails the trapping of the methane gas, generated as a result of landfill decomposition, into gas wells and then flaring or using the gas to generate electricity.Four open landfill sites, at Goudkoppies, Robinson Deep, Marie Louise and Ennerdale, and six closed landfill sites, at Linbro Park, Kya Sands, Mapetla, Panorama, Waterval, Meredale, in Johannesburg were identified to have good potential for gas extraction.Cities consume three quarters of the world’s energy and account for 75 percent of global carbon emissions. Delegates at the 2007 C40 summit agreed that “the fight against climate change will therefore be won or lost in cities”.The C40 cities, of which Johannesburg is one, have publicly declared that “the world’s largest cities have a critical role to play in the reduction of carbon emissions and the reversal of dangerous climate change”.They are Addis Ababa, Athens, Bangkok, Beijing, Berlin, Bogota, Buenos Aires, Cairo, Caracas, Chicago, Delhi, Dhaka, Hanoi, Houston, Hong Kong, Istanbul, Jakarta, Johannesburg, Karachi, Lagos, Lima, London, Los Angeles, Madrid, Melbourne, Mexico City, Moscow, Mumbai, New York, Paris, Philadelphia, Rio de Janeiro, Rome, Sao Paulo, Seoul, Shanghai, Sydney, Tokyo, Toronto and Warsaw. first_imgAn Ontario man is calling out a member of the Trump family for using an image of his young son as part of a political attack on those opposing the American president.Jeremy Rupke says Donald Trump’s son Eric showed “disrespect” and lack of forethought when he included an image of four-year-old Mason Rupke in a recent social media broadside against Democrats.Left-leaning politicians have stepped up criticism of the U.S. president in recent days after he told four congresswomen of colour to “go back where they came from,” prompting Eric Trump to liken his father’s rivals to peewee hockey players.To illustrate a tweet on the subject, Eric Trump used a screenshot taken from a video of Mason playing hockey in his hometown of Barrie, Ont.Jeremy Rupke fired back, criticizing the president’s son for using Mason’s image to push a political message.He says that while he doesn’t believe he has the right to insist the image be removed, he found the use of it “distasteful” and needlessly invasive.“Clearly that is somebody’s child,” Rupke said in a telephone interview. “Maybe he wanted to get more views on his tweet and added pictures so it stands out more, but he could find a stock picture from a distance so it’s not personally involving anybody … Clearly someone in his position could afford to go through the right channels to get content.”Rupke, who coaches hockey, said he had no idea of his son’s newfound notoriety until Wednesday afternoon when a friend reached out to him on social media.He said he had no history of discussing politics with this particular friend and was puzzled to see that he was being referred to a post by the president’s son. We also can’t dismiss the impact of chemistry, even if it can’t yet be measured in any rigorous way. Sabermetricians are normally hesitant to entertain such explanations, but there’s some evidence that things were getting tense in the Nationals’ clubhouse. There was a midseason trade for a notorious veteran (closer Jonathan Papelbon), which preceded a stretch of poor performance. Over and above correlation, however, Papelbon has blown several saves and literally tried to choke the team’s best player in the dugout.A similarly undetermined factor is the team’s coaching, in particular manager Matt Williams. Anecdotally, Williams has seen a number of poor strategic decisions cost his team wins, but we lack a definitive stat to measure managerial performance, even at a basic level.Even in a worst-case scenario, the Nationals should have had enough talent to qualify for a wild card spot. Instead, they’ll be watching the Mets compete for the World Series, and they don’t have any one person to blame. Whether by bad luck, injuries, mismanagement or poor chemistry, the Nationals let a chance at contention slip through their fingers in an unparalleled breakdown. NAMEWARPROJECTED WARDIFFERENCE Where to begin with the Washington Nationals? How does a team that was projected to win 95 games finish so far from the playoffs? How does a team with Max Scherzer and two of the best young players in baseball, Bryce Harper and Stephen Strasburg, muddle their way through the second half of the season? How does a team allow an inside-the-park grand slam? How does a team watch its imported closer attack its best player and then send the closer back onto the field to finish the game?The Nationals were a consensus pick to win the National League East, both by experts and by statistical analysis. Only 27 other teams since 2003 have had a better win-total projection than the Nationals’ 90.8 this year, according to my calculations.1To calculate this, I used a measure of preseason team strength that my FiveThirtyEight colleague Neil Paine built from a combination of Vegas odds, regressed Pythagorean records from the two prior years, and PECOTA projections. The Dodgers were the only team with a better projected win total than the Nats this season. When you consider that baseball currently lives in an era of unprecedented parity,2In an earlier article, Neil and I found that the spread in team strengths was growing smaller over time, possibly related to the change in playoff structure. the Nationals’ dominance becomes even more pronounced: The Nationals, who were projected to be 1.81 standard deviations better than average, were supposed to be a juggernaut at a time when such teams have become extinct.And yet on Saturday, the Nationals were eliminated from playoff contention. If you examine only teams with preseason win projections as high as the Nationals’ since 2003, just two teams have imploded as much: the 2009 Chicago Cubs and the 2004 New York Mets.3Since this season has not concluded yet, I used the FanGraphs projected full season standings for the actual win totals for the 2015 Nationals and Dodgers. The Nationals are forecast to win 83 games. After adjusting for the smaller spread in team talent in recent years, no team has been projected so high and fallen so far as these 2015 Nationals. But we don’t know exactly why it happened. The breakdown came in a weak division,4All the teams in the NL East combined scored two fewer runs than their opponent per game, easily the worst of any division in the game. and over the second half of the season, the Nationals had the second-easiest schedule in baseball and still managed to run a sub-.500 record.Don’t blame the pitchers, though. The Nationals built a formidable rotation and an adequate bullpen that tallied 20.0 wins above replacement, good for sixth in all of baseball. (All WAR stats in this piece were current as of Monday.) One could argue that even this excellent performance is underwhelming, given preseason hopes. But at least for the starting rotation, the pitching has matched the projections almost exactly.5Using the projection system Steamer, the top five starters were predicted to achieve 15.7 WAR and have managed to get 16.4. Arguably the most disappointing years belong to second baseman Anthony Rendon (0.9 WAR), shortstop Ian Desmond (1.5), and outfielder Jayson Werth (0). The trio was predicted to produce almost one Bryce Harper’s worth of value (9.5 WAR) but have thus far combined for only 2.4 wins. Penn State’s Saquon Barkley is the top running back prospect in this year’s draft and will likely go very early in the evening. But a team betting on a workhorse running back isn’t always the sure bet it was once considered. From 2006 to 2015, there were only three running backs drafted in the top five, and to some extent they never really panned out for their teams.
