A 47-year-old apparent transient was charged Tuesday with kidnapping a 22-month-old boy while the toddler’s mother, a Gardena resident, shopped in the Toy Town district in the heart of Skid Row last week. Mario Salcedo Plascencia pleaded not guilty to one felony count of kidnapping, with the allegation that the boy was under 14. Plascencia was ordered held in lieu of $500,000 bail. He is due back at the downtown L.A. courthouse Dec. 4 for a hearing to determine if he must stand trial. Plascencia is accused of grabbing the toddler, who had been left last Friday in his stroller at the door of a store that did not allow strollers inside.
