Economic recovery efforts must focus on job creation UN agency stresses

“The only real recovery is a recovery without social deficit,” said the International Labour Organization (ILO) Director-General Juan Somavia in a message to the closing plenary of the ILO’s annual International Labour Conference in Geneva.Held in the lead-up to the summit of the Group of 20 (G20) industrialized and developing economies in Toronto, Canada, at the end of next week, ILO’s 183 Member States expressed broad concern that the global economic recovery remained “fragile and unevenly distributed, and many labour markets are yet to see jobs recovery match economic recovery.”Secretary-General Ban Ki-moon told reporters in New York today that he will travel to Toronto for the G20 summit.“I will stress that we must not settle for an economic recovery that simply takes us back to pre-crisis conditions. We need to build back better,” Mr. Ban said.He said he had written to all of the G20 leaders stressing the need for concerted action in three specific areas: inclusive growth, including a priority on job creation and decent work; green growth – powering prosperity through environment-friendly technologies and growth that promotes healthy populations – investing in stronger health systems, including maternal and child health.Delegates at the labour conference in Geneva called for the implementation of ILO’s Global Jobs Pact, which was adopted at a crisis summit held during last year’s conference and received strong support during the G20 summit in the United States city of Pittsburgh in September last year.Speakers also backed Mr. Somavia’s call for a “balanced” policy strategy aimed at securing a “jobs-rich” economic recovery, and his warning that recent deficit reduction measures, mainly in social spending, could “directly affect jobs and salaries” at a time of weak economic recovery and continued high levels of unemployment.Delegates reiterated their call to the ILO to place productive employment and decent work at the centre of economic and social policies to strengthen the social dimension of globalization.Delegates also called on the ILO to enhance its collaboration with the multi-lateral institutions, particularly the UN, the International Monetary Fund (IMF) and the World Bank, strengthening policy coherence across financial, economic, trade, employment, social and environmental policies. Mr. Somavia noted that the ILO had seen no significant indications of a reduction in the global rate of unemployment this year, despite signs of an economic recovery.Government representatives, employers and workers noted that the continuing lack of jobs placed a “terrible burden” on the unemployed and hindered efforts to create “the right environment for enterprises to create employment.” Others cautioned again the premature removal of economic stimulus packages.“The message of this conference is very clear – put jobs at the centre of the recovery. In terms of the G20 meeting in Toronto, this means keeping the leaders’ commitment, under the chairmanship of President [Barack] Obama [United States] in Pittsburgh, to put quality jobs at the heart of the recovery,” Mr. Somavia said. 18 June 2010The United Nations labour agency today stressed that job creation must be the priority of policies geared towards economic recovery, saying more than 210 million workers globally cannot find jobs – the highest worldwide figure ever recorded for unemployment. read more

UN chief urges top digital tech panel to come up with bold

In his appeal to a UN panel of experts led by philanthropist Melinda Gates and Alibaba founder Jack Ma, Secretary-General António Guterres called on its members to reflect on the risks and benefits of our digital age – the so-called Fourth Industrial Revolution.“We need new thinking and innovative ideas to harness the benefits and manage the risks of this digital age,” he said via video-link, while urging the High-level Panel on Digital Cooperation to reflect on how technology could accelerate the 2030 Agenda on sustainable development.High-level panel a relative ‘rarity’Created at the express wish of the UN chief in 2018, the high-level panel is a relative rarity – only 20 or so have been convened in the organization’s more than 70-year history. The panel’s diverse membership – which includes US internet pioneer Vint Cerf, and South Korea-based digital marketing mastermind Sophie Eom – fulfils the UN chief’s wish to include input from industry and the private sector, as well as governments, academia, civil society and inter-governmental organizations. The discussions will result in a final report, to be published in the summer.“This is truly an exciting and critical moment,” Mr Cerf said. “We just marked the 70th anniversary of the Universal Declaration of Human Rights, and 50 per cent of the world is now online. Today, we are challenged to induce responsible behaviour in the digital age.”Another original feature of the panel’s work is its mission to be inter-disciplinary and hear “from all four corners” of the globe, to better understand the priorities and ideas of UN Member States, private sector companies, civil society organisations, academia and tech communities, said spokesperson Anoush Tatevosian.“It’s not just about artificial intelligence, data privacy or internet governance, it’s about the intersection of these things,” she explained. “The problem today is that these issues are often discussed in their separate corners.”Online call for contributions reveals demand for inclusivityThe Panel’s online call for contributions, which is open until 31 January 2019, has already yielded close to 100 written submissions from 33 countries.Of the ideas analysed so far, most highlighted “inclusivity” as the most important value for the digital age, Ms Tatevosian said.Since July 2018, Panel members have met more than 2,000 individuals and convened seven virtual discussion groups on topics such as inclusive development, data, human rights and human agency, along with digital trust and security. In addition to visiting US Silicon Valley and technology hubs in China, Israel and India, members have also met policymakers in Paris, Beijing, Brussels, Berlin, Washington, Delhi and Astana and participated in digital policy events including the Web Summit, the Raisina Dialogue in India, and Africa e-Commerce Week.Digital age challenges ‘among key issues of our time’Also meeting in Geneva, the Global Commission on the Stability of Cyberspace heard that the global debate around international security and information and communications technology (ICT) had evolved into a wider discussion about development and human rights, after a first General Assembly resolution in 1998.Renata Dwan, Director of UNIDIR, the UN Institute for Disarmament Research, hosted the discussions, and said that after being on the agenda for several decades, “what we’ve seen is really the discussion around what cyber-stability means and for whom it means something, really expand”.“We’ve seen the debate that started about State behaviour and responsible State behaviour has really become a much wider discussion about the role of the private sector, the role of communities, of regions, of cities, and indeed of individuals – and how to develop space for rights, for equity, for development and for access that enhances development of all”, she added. We’re at the point of asking ourselves, ‘will emerging technologies contribute to peace overall or will they undermine it?’  – UN’s Fabrizio HochschildParticipating at both the cybersecurity event and the high-level panel, Fabrizio Hochschild, UN Assistant Secretary-General for Strategic Coordination, explained that initial hopes for digital technology had given way to a more cautious assessment.“After years of unbridled optimism – justified optimism – surrounding the development of digital technologies of cyberspace, we now have come to the sober realization that those positive developments carry downsides,” Mr. Hochschild explained. He added: “We’re at the point of asking ourselves, ‘will emerging technologies contribute to peace overall or will they undermine it? Will they generally further access to sustainable development or will they further inequality? Will they facilitate respect for human rights or will they provide new tools to those who wish to contain or violate the realization of human rights?’” Such questions reflect the Secretary General’s belief that the challenges posed by the digital age are one of the key issues of our time – “next to climate change, next to dealing with inequality,” Mr. Hochschild said, before noting the “absence” of international mechanisms that could prevent digital flashpoints from escalating.“Some 30 States have the capacity to defend themselves and those capacities are daily being built up”, he explained. “But where does that leave the other 163 countries that don’t have such a capacity, or the financial means, or political means to defend themselves?”Suggesting that the digital sphere “amplifies existing inequalities”, the UN official noted that among the most pressing challenges are tackling the lack of internet access in the world’s poorest nations – where fewer than one in five people has regular electricity – and addressing a large and growing digital gender gap.“In 2019 it is shocking that the number of women who access the internet is 10 per cent lower than men,” Mr. Hochschild said. “In developed countries it’s 33 per cent lower, and the worst thing is, those statistics are getting worse, not better.” read more

Elephant destroys house before returning to save baby trapped under debris

first_imgA REMORSEFUL ELEPHANT smashed a house to pieces in an Indian village, before turning back to save a baby trapped by its destruction.Speaking to the Times of India, couple Dipak and Lalita Mahato claim that a rampaging elephant destroyed their home in West Bengal, but showed some humanity when it saved their child.Dipak explained that he and his wife were eating around 8pm when they heard “cracking and crashing” sounds coming from bedroom. We ran over and were shocked to see the wall in pieces and a tusker standing over our baby. She was crying and there were huge chunks of the wall lying all around and on the cot.But when their 10-month old baby started wailing, the sorry elephant returned and used its trunk to clear all debris from the little girl. She sustained minor injuries but is stable and being kept under observation in a local hospital. Her mother Lalita explained the incident as a “miracle”.We worship Lord Ganesh (the elephant god) in our village. Still, I can’t believe that the tusker saved my daughter after breaking down the door and smashing a wall. We watched amazed as it gently removed the debris that had fallen on her. It’s a miracle.Jhalda ranger Samir Bose told the Times that the roaming elephant has damaged at least 17 houses in Mathadi, Kasidih and Ghoshra village areas but has since returned to a nearby forest.Artist plans to turn UK street into massive water slide for a day>Family call 911 after angry fat cat holds them hostage>last_img read more

Report Shanahan Says Of Course He Wants to Be SECDEF

first_img ADC AUTHOR Acting Defense Secretary Patrick Shanahan said “of course” he wants his job full-time, according to a report from Defense One, which said it talked to him after his House committee testimony Tuesday.“I’ve spent nearly two years on the National Defense Strategy,” Shanahan reportedly told Defense One. “I know the defense strategy. I know what it takes to see it through, and I think I can make a big impact in that area.”President Trump has said privately he wants to nominate Shanahan to be secretary, but that has been slowed down since the DOD inspector general launched an investigation into whether Shanahan has given special treatment to his former employee, Boeing. If the IG investigation “is going to be really short, then it shouldn’t have that much effect on” the search for a permanent secretary, Senate Armed Services Committee Chairman Jim Inhofe (R-Okla.) told Defense One. Inhofe has had a shaky relationship with Shanahan.Shanahan has been acting secretary all year, making this the longest period in U.S. history without a permanent, Senate-confirmed defense secretary.DOD photo by Lisa Ferdinandolast_img read more

Whats Next for Furr High School After 10 Million Grant

first_imgListen 00:00 /01:23 X Laura IsenseeEarlier this fall, Furr High School won a $10 million grant, making it one of 10 schools in the XQ Institute’s Super School Project to transform reinvent high school. Step inside the principal’s office at Furr High School and you might find an unusual request.“Here, will you jump rope out there?” principal Bertie Simmons asked a visitor. She insisted: “Here, jump rope out there.”She handed over what looked like a normal jump rope. After a few whirls, she revealed what happened next. The jump rope created kinetic energy and charged up a battery – enough to power up a lamp.Simmons wants to take that kind of innovation and change the entire high school experience. It’s been a big part of her mission at Furr High School in Northeast Houston for several years. And now the campus has won $10 million from the XQ Institute, led by Laurene Powell Jobs, the widow of Apple co-founder Steve Jobs. The school was one of 10 in the country that won the 5-year award, out of some 700 applications. The project aims to reinvent high school.“Even before we applied for this grant, we had been trying to transform high schools, because I’ve always thought that they were stuck in time,” Simmons said in an interview. Now they’re going to step it up. “We’re going to be actually trying to tap into the passions of the students,” she said.Students will do even more hands-on projects that try to solve community issues, like pollution in the nearby San Jacinto River.Simmons also wants to improve her students’ well-being: “We’re also going to be adding a clinic because 95 percent of our kids are on free and reduced lunch.”The new clinic will give them more access to health services. And for the influx of teenagers from Central America and Cuba, they will create a newcomer center with grant money.“That’s just an example of one of the ways we’ll be spending that two million dollars,” Simmons said. That’s the first year of the five-year grant. Students like Jordan Davis know what Simmons ultimately wants.  “What are we going to do? What are we going to change?” she asked him.“The world!” he answered.Davis later explained that he wasn’t joking.“When I first got here, I didn’t really have good grades, I didn’t have a good support system. And ever since I walked into Dr. Simmons office, from that day that I got here, it’s my family. Furr High School is my family,” Davis said. “All I say is that’s all we want to do here is change the world. And I think we are. I think we are.”center_img To embed this piece of audio in your site, please use this code: Sharelast_img read more

Sony wont allow Fallout 4 or Skyrim mods on PS4

first_imgBesides having graphical superiority, the biggest advantage the PC versions of Fallout games have had over their console counterparts are mods. With the release of Fallout 4, Bethesda announced mods would finally be coming to home systems. Fallout 4 on Xbox One was given mod support back in May, with the PS4 version due to get it in June. However, this was delayed because of technical difficulties. Despite that, Bethesda was hopeful it could eventually get mods on PS4.Unfortunately, mods won’t be coming to PS4 any time soon, if ever. A recent post on Bethesda’s site has revealed that Sony will not approve user mods as they now stand. This not only applies to Fallout 4, but also to the upcoming Skyrim Special Edition.“Like you, we are disappointed by Sony’s decision given the considerable time and effort we have put into this project, and the amount of time our fans have waited for mod support to arrive,” says Bethesda. “We consider this an important initiative and we hope to find other ways user mods can be available for our PlayStation audience.”Though the Xbox One version of Fallout 4 has had mod support for the last few months, it hasn’t exactly been smooth sailing. Users have reported a number of issues like crashes and bugs while playing with mods. We don’t know exactly what went into Sony’s decision to not allow user mods for Fallout 4, but it is possible that the company felt the instability of these mods isn’t something they wanted their customers to have to deal with. If that is the case, then the reason for not allowing user mods makes sense.Bethesda hasn’t completely ruled out mods for Fallout 4 on PS4 just yet, so it’s possible that we may see them in some form in the future. For now, however, it seems that mod support is exclusive to PC and Xbox One.last_img read more

Ladysmith lad to become king

first_imgBeauty pageants are usually aimed at women, but Qiniso Shabalala is reinventing our ideas of men and pageants.Qiniso originally grew up in the rural area of St Chad’s near Ezakheni.“I stayed with my two sisters, my mother, cousin and grandmother. We are quite a big family if you count the cousins and uncles who would come and stay with us every now and then.”Pageants were not always Qiniso’s “thing”.He mostly stuck to schoolwork and focused on reaching his dream of pursuing a career in medicine. He was inspired by his mother, who was a nurse, and he is currently studying medicine at Sefako Makgatho Health Sciences University.“My family was very protective of us and I was never allowed to just go out and play outside of the yard, which forced me to work on my schoolwork.“That’s how I managed to make it into medical school.”However, this year saw him entering the Miss Queen and Mr King of South Africa pageant. Participants from all over KZN have entered.“What got me interested is that they scouted me via social media.“The head organiser, Tony De Sousa, added me on Facebook and then began introducing me to the pageant and what it’s about. When auditions day came along, he sent me the application form and I applied.“Luckily enough, I was selected as one of the finalists.”Qiniso stated that he is open-minded and is always up for trying out new things and experiencing what life has to offer, which is what pushed him to enter the pageant.A pageant as big as this one requires giving up a lot of time. Thus, Qiniso has had to balance this endeavour with school, but luckily he has a great support system. WebsiteWebsiteWebsite WebsiteWebsiteWebsite WebsiteWebsiteWebsite “My mom has to be the top one because, from a young age, she told me I could do and become anything I want to be. Others are my friends whom I now consider as brothers that I’ve met in my time here at Sefako Makgatho Health Sciences University. Lastly, the school management is doing its best to help me too and I will be forever grateful to all of them.”Besides medicine, Qiniso has a passion for helping others and wants to open a number of charities to fulfil this passion. “I have always dreamed of having my own charity organisations one day and with this pageant, I have learned how I can go about achieving this goal.“So, in the future, I see myself running a number of successful charities.”He encourages anyone, no matter their gender, to participate in pageants if that is what they want to do.“I’d say all they need to do is to get started. Be it by doing local pageants, fashion shows, etc, but they need to be doing something which will help them learn more about modelling and build up their confidence to enter something this big.”Qiniso is not only successful in making his dreams become a reality, but also in breaking gender-based boundaries and personal boundaries. To help Qiniso grab the Mr King title, simply go on social media, follow the pageant pages and ‘like’ all his pictures. The pageant media pages are: Instagram: @kingandqueenofsa and his personal Instagram is @quetheinfidel.Those who have him as a ‘friend’ on Facebook can ‘like’ the pictures he uploads there and the ones he shares. His Facebook page is Qiniso Shabalala.Click to receive news links via WhatsApp. Or  for the latest news, visit our webpage or follow us on Facebook and Twitter. Join us there!last_img read more

Patient Comfort Leads to First Time Right Imaging by Philips

first_imgSponsored Content | Case Study | Magnetic Resonance Imaging (MRI) | April 05, 2016 Patient Comfort Leads to First Time Right Imaging by Philips Having a clear vision on the importance of patient experience with MRI, Herlev Hospital acquired the differentiating Philips Ambient Experience In-bore Solution to benefit their department efficiency When patients feel relaxed, they will lie still during the scanning process. Number of Interrupted Scans in a Year in the Six Scanning RoomsThe need to repeat even one scan can put you behind schedule, increasing patient wait times and staff overtime. Today more than ever, first time right imaging is key. The Philips Ingenia platform delivers fast, robust scanning methods based on dStream digital quality and speed, along with Premium IQ* (*Premium IQ is defined as image quality obtained with dStream compared to Achieva) for more information in the same time slot. With our Patient In-bore Solution we have innovated patient experience during the MRI exam. Patient experience is a crucial factor for the successful operation of a radiology department. To that end, Herlev Gentofte University Hospital (Denmark) has added the Patient In-bore Solution to its Ingenia 3.0T system. Patients are positive and the MRI staff sees these features help calm patients, reducing motion-related problems and providing excellent images.Focus on the Patient’s Experience to Benefit Robust ImagingMichel Christian Nèmery, M.D., is chairman of the Department of Radiology at Herlev Hospital. “Patient satisfaction is very important to us. In our country discussions on including patient experience into reimbursement models are currently ongoing,” he said. “We’re trying to move away from being a ‘disease repair shop’ to being a ‘temple of health,’ as I sometimes call it. The MR suite with the Ambient Experience and the In-bore Solution is a substantial element in that change.“We have the full Ambient Experience and Patient In-bore Solution on our Ingenia 3.0T,” he continued. “We’re also trying to improve waiting areas and the reception area. We’ve asked our patients to choose wall pictures, and we’re doing a fairly extensive remake with special lighting and the Luminous Textiles technology from Philips.”Nèmery said the staff members feel good doing their job in this appealing environment. “They understand that it’s important for patients to be treated with respect and attention,” he said. “Most important, they realize that a comfortable patient is key for a successful scan. An uncomfortable patient is likely to move and cause artifacts in MR images, so that a scan needs to be repeated. So our attention for patient experience is also meant to benefit image quality and even our efficiency.”Helping Patients Feel Comfortable in MRINèmery described what a patient experiences in the Ingenia 3.0T suite: “Already in the preparation room, MRI patients design their own scan experience. Via an iPad mounted on the wall, the patient can choose a theme for the Ambient and In-bore experience. Then as the door opens they enter the scanner room, which shows, for example, an underwater theme. Patients are typically surprised and our techs are pretty clear that this gives them something to talk about while handling the patient; it often is a ‘concern-breaker.’ ”Patient experience and department efficiency go together. Nèmery and his team conducted a survey of patients who were scanned with the In-bore Solution. “They said it’s lovely, calming and a positive distraction,” he stated. “About 30 percent said time went by quickly. In the short time we’ve been using the In-bore Solution, our patients who underwent scanning before on other systems have said adding the Inbore Solution gave them a positive experience.“My sincere impression is that we do reduce patient motion, we reduce cancellations, and we do reduce repeat sequences and non-completed studies. So you could say it also improves on our efficiency,” he continued.Studies Show Fantastic ResultsRadiographer Jeanette Brus Mortensen confirms these findings. “We get very positive feedback from our patients,” she said. “They say that it is calming and has a relaxing effect. Our patients feeling somewhat anxious become focused on something other than the fact that they are lying in a scanner. Our patient survey shows that over 90 percent of the patients indicated to have a better or much better comfort level with their in-bore experience.“Most important, feeling relaxed helps patients lie still during the scanning, which helps reduce motion in images,” she continued. “This helps in diagnosis and reduces the amount of times we have to retake shaken sequences. Our data demonstrate a significantly reduced number of interrupted scans (rescans) in the scanner room where the Patient In-bore Solution is installed — which directly contributes to a more predictable throughput. We compared the number of interrupted examinations before and after installation of the In-bore Solution and between the six scanners. These data show a significant reduction of interrupted exams from the Ingenia 3.0T scanner with the In-bore Solution.”A Differentiator for the HospitalThe focus on patient experience has helped the Herlev Hospital Department of Radiology to differentiate itself from others in the region. “For us, there’s no question that it adds value,” Nèmery said. “Previously we could only try to comfort patients and cut down exams to go quickly. Now, the In-bore Solution introduces an element of surprise that generates an opportunity to break a train of thoughts, to distract patients in a good way, and help the techs handle the patients with care and give them a good experience. It enables patients to be active participants in their imaging by empowering them to design their own scan experience.“This has a huge effect on our department,” he concluded. “If we manage to reduce patient motion with the In-bore Solution, we also reduce repeat scans, waiting times, rescheduling and staff overtime. It helps us be more efficient while getting the high quality images we need.”Case study supplied by Philips. Vendeweghe at the Australian Open The focused 36-year-old was imperious in banishing her power-hitting fellow American 6-7 (3/7) 6-2 6-3 on Rod Laver Arena striking a blow for the tennis old guard In making the decider she becomes the oldest finalist at Melbourne Park in the Open era joining a select list of 30-somethings to get that far including Chris Evert and Martina Navratilova Venus Williams celebrates her victory against Coco Vandeweghe in the Australian Open semi-final AFP The 13th seed also bags the record for the longest wait between major finals at seven-and-a-half years following her last appearance in the 2009 Wimbledon final "This means so much especially because she played so well I had to play defence for so long" said Williams who screamed and performed pirouettes after clinching the win "There was never a moment of relaxation ever so to be able to get to the final through a match like this I’m just — I’m excited about American tennis as well "It means so much growing up all I wanted was to have an opportunity to play the tournaments It’s like more than a cherry on top more than I dreamed of" Despite winning seven Grand Slams and being a seven-time runner-up Williams has only ever made the final in Melbourne once before — in 2003 when she lost in three sets to sister Serena "More than anything I’d love to see Serena across the net from me on Saturday" said Venus Venus Williams has consistently said in Melbourne she has nothing to prove and was simply "living the dream" and her relaxed approach has paid dividends Kept her cool It was the feisty Vandeweghe ranked 35 who pounced early working four break points and going 1-0 up when Williams netted a forehand in her opening service game But Williams soon settled and she began to dictate from the baseline handling the 25-year-old’s powerful serve well A stretching crosscourt forehand winner gave her a break point in the next game and a double fault from Vandeweghe put them level at 1-1 Efficient serving from both players took the match to 6-6 with the two trading powerful groundstrokes without being able to find an opening in a tense struggle Vandeweghe was moving well and it was Williams who blinked first as the younger American took the tiebreak pumping her fist and letting out a yell But it didn’t phase the veteran who continued to pick her shots well and conserve energy with Vandeweghe showing frustration when Williams broke to go 2-1 ahead in the second set slamming her racquet to the ground Williams’ long experience came to the fore She remained calm and composed and as Vandeweghe struggled with her serve she went 4-1 ahead with another break Vandeweghe’s frustrations were showing and she belted a ball into the crowd but escaped a warning The Williams serve was powerful and on its mark as she took the second set in 38 minutes to level the match Williams was getting extraordinary angles on her returns and she decisively broke the younger American’s serve in the third set to take a 1-0 lead It was the only chance she needed keeping her cool in the pressure-cooker atmosphere to write another chapter in her lengthy career winning on her fourth
