The past year has been a “trying” one in terms of peace and security, with the war in Iraq severely testing the principle of collective security and the resilience of the United Nations, Secretary-General Kofi Annan says in his annual report on the work of the UN released today.”Rarely in its fifty-eight-year history have such dire forecasts been made about the United Nations,” the Secretary-General writes in advance of the next session of the General Assembly, which opens tomorrow. “The United Nations will emerge strengthened if we make a measured appreciation of what happened, think about the sort of Organization we want in the future, and start making the necessary changes.”Recounting the various peace operations of the UN, the Secretary-General noted that peace agreements by themselves mark only the first step in brining lasting peace and prosperity to war-torn societies. “Countries emerging from civil strife must find their own paths to humane governance and national reconciliation, but international assistance will often be necessary,” he says.Mr. Annan also pays tribute to his Special Representative for Iraq, Sergio Vieira de Mello, who, along with 21 others, was killed in a bomb blast – “a cold-blooded and savage attack” – at the UN office in Baghdad on 19 August.”This was the most deliberate and vicious attack against the United Nations in its history,” he says. “Those extremists who killed our colleagues have committed a crime, not only against the United Nations, but against Iraq itself.”In addition to peace and security, several other issues command the attention of the international community, and the efforts to address those challenges – ranging from refugees to HIV/AIDS to sustainable development – require partnerships and alliances, the Secretary-General stresses.”The United Nations is not an end in itself,” the Secretary-General says. “Rather, it is an instrument for achieving common ends. Those projects, he said, need not be new work, but revamping existing infrastructure.“If we can do things more quickly in those areas, those are the things that we are also going to be looking at,” he said.Some critics have already questioned how the Liberals will find enough worthwhile, shovel-ready projects on which to spend the $5 billion promised for infrastructure this year, much less any additional money. Still others have wondered whether the Liberals should loosen their restrictions to spread the new cash equally between transit, “green” project and “social” infrastructure.Those kind of details will be finalized after consultations with provinces and cities, Sohi said. A plan.“Elite warriors, when they accomplish their mission, they celebrate,” Meyer said. “The next thing they do is learn from it and then the final thing is they look forward to the next mission. Right now we’re in the celebration phase. Eventually, we’re going to get to the ‘learn from it’ phase, and then the next guys like this wait for the next mission.”The next mission for Meyer and the Buckeyes actually comes in multiple facets.First, Meyer wants to have conversations with certain players about their NFL prospects. Maybe the most intriguing of those will be with redshirt-sophomore quarterback Cardale Jones.While he doesn’t know what Jones’ next step is, Meyer said he does believe that Jones has what it takes to get to the next level.“It’s kind of cool to be sitting here using the word NFL next to Cardale’s name,” Meyer said. “I will tell you this: he could play in the NFL. He certainly has a talent.”Jones, on the other hand, seemed to be a bit skeptical of his ability to play at an NFL-caliber level with just three collegiate starts under his belt.“Guys play their whole career to have that build-up and have that motivation to play in the NFL,” Jones said. “In my personal opinion, I’m not ready for that level yet.”That conversation between Jones and Meyer is not likely to be the only conversation that will take place regarding OSU’s quarterbacks. With injured redshirt-freshman J.T. Barrett and senior Braxton Miller looking to bounce back for the Buckeyes, there might be a logjam at quarterback that would need to be cleared up heading into the 2015 season.And while he’s got a plan, Meyer said he isn’t ready to handle that quandary just yet.“At some point, I think I’ll be ready to comment on it and have that conversation,” Meyer said. “At some point, there will be some conversations, and I think you guys know by now we’re pretty transparent about everything we do, and at the appropriate time, we’ll have those conversations.”Although he might be trying to stay in the moment, Meyer did offer a glimpse into what he sees down the line for the team that will look to repeat as national champions.“Well, I think we’ll be very good,” Meyer said of next season. “I think we have to watch for complacency in the program and we’re going to watch that closely.”OSU’s 2015 season is set to begin on Sept. 7 against Virginia Tech in Blacksburg, Va.For now, however, as he explained numerous times throughout the press conference, the plan is to allow the things that can wait to wait, and for the 2015 National Champions to celebrate.“We’re still reveling in the win and no sleep, and I want these players to really appreciate it, because I am,” Meyer said. “It’s something I’ve learned over my journey is going to enjoy this darned thing.”

Scientists have pioneered a breakthrough technique that is, in essence, a full-body skin transplant using genetically engineered tissue. Mouthful though it may be, it’s also an exciting new front for medical technology.This week, a team in Italy was able to grow and then transplant specially modified skin to a seven-year old. The child had a rare skin disease that causes blisters all over, making the skin weak and prone to infection. It is very often fatal, and is about as horrifying as it sounds.In the journal Nature, the team laid out their technique. First, they gathered healthy cells from the child, then used a retrovirus to “infect” the cells with new DNA that corrected the mutation that causes the disease. Then, they grew out new cultures of skin with the repaired gene and grafted them onto the kid. The whole process took almost two years to regrow and secure a full 80% of the child’s skin. All-told, though, the new grafts have taken and are now working just as they should — as a healthy, self-regenerating barrier between the body and the outside world.“This report is a major biomedical triumph, combining gene therapy and stem cells,” geneticist Eric Topol told Gizmodo. “While only a case report, the seven-year-old boy was in a life-threatening condition and this intervention can be credited [with] saving his life.”This represents one of the first cases of such dramatic and extensive gene therapy saving a person’s life so directly, but it could well be the norm in short order. Skin is easy to get to and very thin relative to other organs. That make it easier to get into and modify directly as well as a lot simpler to access, treat, and monitor in general.Plus, we’ve already grown quite good at culturing and grafting skin as needed for all kinds of other treatments — particularly burns, which routinely affect large sections of tissue.This isn’t the first time the technique has been used, but it is the first time it’s been used so extensively on someone with so little healthy skin. The child, originally from Syria, is now doing well — even playing soccer with his father when the opportunity arises.Other children have received treatments that target bone marrow, with some even receiving bone marrow transplants, but, according the to the New York Times, those procedures aren’t often successful, with some dying from complications and those who survive struggling with persistent health problems resulting from the procedure.“We had a lot of trouble keeping this kid alive,” Dr. Tobias Rothoeft of the Children’s Hospital at Ruhr University in Germany told the Times. “After two months, we were sure we could nothing for [him] and he would die.”But the parents begged the physicians to keep trying and, after consulting the latest medical journals, the group contacted Michele De Luca, who led the team in Italy based out of the University of Modena and Reggio Emilia.“He promised he could give us enough skin to heal this kid, which we then tried, and we were in the end successful,” Rothoeft said.“It was spectacular,” Dr. De Luca added. “It was great. We removed the gauze, and saw the epidermis underneath. Everybody was pretty happy. We got the feeling that the body of the kid was recovering, was responding. That was the time where we thought, maybe we can make it.”The boy was kept in a medically induced coma for several months as well, to spare him the incredible pain and help with the healing process. He woke up with new skin a bit before Christmas in 2016. The Justice Department says the 2020 Census is moving ahead without a question about citizenship.Kristen Clarke, an attorney for a civil rights group that helped fight the addition of the question, says Trump administration attorneys notified parties in lawsuits that the printing of the hundreds of millions of documents for the 2020 counts would be starting soon.Justice Department spokeswoman Kelly Laco has confirmed there would be “no citizenship question on 2020 census.”The White House didn’t immediately comment on the decision. President Donald Trump has decried last week’s Supreme Court ruling saying the question was sought under a false pretext.Spokespeople for the U.S. Census Bureau have not responded to emails or phone calls seeking comment.
NEW YORK — A New York City commuter train rounding a riverside curve derailed Sunday, killing four people and injuring more than 60 in a crash that threw passengers from the toppling cars and left a snaking chain of twisted wreckage just inches from the water.Some of the roughly 150 passengers on the early morning Metro-North train from Poughkeepsie to Manhattan were jolted from sleep around 7:20 a.m. to screams and the frightening sensation of their compartment rolling over on a bend in the Bronx where the Hudson and Harlem rivers meet. When the motion stopped, four or five of the seven cars had lurched off the rails. It was the latest accident in a troubled year for the nation’s second-biggest commuter railroad, which had never experienced a passenger death in an accident in its 31-year-history.“Four people lost their lives today in the holiday season, right after Thanksgiving,” Gov. Andrew Cuomo said at a news conference. Eleven of the injured were believed to be critically injured and another six seriously hurt, according to the Fire Department.The train operator was among the injured, Cuomo said.The governor said the track did not appear to be faulty, leaving speed as a possible culprit for the crash. But he noted that the National Transportation Safety Board would determine what happened.The agency planned a news briefing later Sunday. The Federal Railroad Administration was also sending 10 investigators to the scene.Metropolitan Transportation Authority Chairman Thomas F. Prendergast said investigators would look at numerous factors, including the train, the track and signal system, the operators and speed.

The incident happened on Wednesday (May 15) evening in Uttar Pradesh’s Aligarh district.The woman was rushed to the J N Medical college in Aligarh after she allegedly consumed poison. The explosion took place as the doctors placed a suction pipe in her mouth. The incident was recorded in the CCTV cameras. A 20-member delegation representing students and jobseeking youth joins a talks with minister Obaidul Quader in the afternoon.Protesters of quota system have reportedly postponed their demonstration till the first week of May following assurance of scrutiny of the system by the government.The protesters agreed to postpone their programme at a meeting with road transport and bridges minister Obaidul Quader on Monday afternoon.The minister called them to the meeting after the overnight protests in Dhaka that left more than 100 injured and spread to all major campuses across the country.”The protesters have agreed to keep their programme suspended until 7 May. By this time, the government will scrutinise the quota system,” Quader told newsmen after the meeting at the Bangladesh Secretariat.A 20-member delegation representing students and jobseeking youth earlier joined the talks with the minister in the afternoon.Hasan Al Mamun, convener of Sadharan Chhatra Odhikar Sangrakkhan Parishad also disclosed their decision before the reporters after the meeting.The meeting also decided to release the arrestees unconditionally, he said.
This year’s annual National Gun Violence Awareness Day on June 2 was a day to examine the long-term effects of deaths, injuries, trauma, grief, and incarcerations associated with gun violence in Black communities.Several events in D.C. commemorated the day, including one on the roof of the Monique Johnson Anacostia River Center, in Southeast’s Diamond Teague Park. Huh)The Violence Policy Center recently released the 10th edition of an annual study: Black Homicide Victimization in the United States, documenting that Blacks represent 13 percent of the U.S. population yet account for 50 percent of all homicide victims. Community activists, including The American Psychological Association’s Federal Action Network, discussed how misconceptions about gun violence sometimes keeps adequate solutions from being found.For instance, within communities of color, there often exist false assertions that homicides with Black victims are uniformly “gang-related” or connected to other criminal activity. However, the study found that when the circumstances could be identified, 68 percent of the homicides with Black victims were not related to the commission of any other felony. Of these, 51 percent involved arguments between the victim and the offender. The study also found that when the victim to offender relationship could be identified, 72 percent of Black victims were killed not by strangers, but by someone they knew.“Black people are getting into nonsensical arguments with each other and things seem to quickly escalate into shootings; it’s senseless,” Omar Johnson, a Congress Heights youth worker, told the AFRO following the Diamond Teague Park event. “We need to teach conflict resolution to both parents and young people because the kids see what the adults do and since the adults are arguing and fussing, cursing and shooting, the kids do the same things.”Mayor Muriel Bowser and volunteers installed a nest made of dismantled gun parts on the roof of the Monique Johnson Anacostia River Center in recognition of National Gun Violence Awareness Day. The nest was created by young people in the “Guns to Roses” Program, which uses parts from illegal guns taken by Metropolitan Police and turns them into artwork, according to a release.“This year alone, 896 guns have been taken off the streets by the Metropolitan Police Department, but there is still much more work to do,” Bowser said. “In order to build a safer, stronger, D.C., we must work together to get illegal firearms out of our communities.”The goal of the Guns and Roses program is to provide at-risk District youth with the fundamental metalworking skills necessary for entry-level employment in the construction industry, while also encouraging positive youth development.

An Uber spokesperson didn’t directly deny the Times report in a statement to Mashable, but they did tout the company’s commitment to safety and noted the emotional toll of the crash. “We believe that technology has the power to make transportation safer than ever before and recognize our responsibility to contribute to safety in our communities. So as we develop self-driving technology, safety is our primary concern every step of the way.
