Lionel Messi’s presence for Argentina is a privilege not a nuisance, team-mate Giovani Lo Celso insisted ahead of the nation’s decisive Copa America clash against Qatar.Messi and Argentina are in danger of a Copa group-stage elimination as La Albiceleste prepare to face guests Qatar in Porto Alegre on Sunday. After a 2-0 loss to Colombia and a 1-1 draw against Paraguay from two Group B matches, pressure is on Argentina, with captain Messi firmly in the spotlight. Messi – the country’s all-time leading scorer – is yet to win a senior trophy with Argentina following back-to-back Copa finals in 2015 and 2016 and a runners-up appearance at the 2014 World Cup.When asked if Messi’s presence is more a nuisance than an opportunity for young players as Argentina eye their first major title since 1993, Lo Celso hauled the 31-year-old superstar.”I think not, I see the opposite,” Lo Celso told reporters. “Having Leo as a partner and playing with him is a privilege. On the contrary, it always solves everything.”In that sense, of course we try to take advantage of it. So having him in training, like in games is a privilege. These are things that do not happen every day, sharing trainings and matches with him.”When I’m young, I try to observe, to learn a lot. Because it does not always happen and for me it’s a privilege and try to learn as much as I can alongside it.”Argentina are bottom of Group B, below Qatar on goal difference, though a win and finishing third could be enough to tee Lionel Scaloni’s side progress.”From a mental and psychological perspective, we’re in good shape because we have the possibility of progressing and if we win we’re in the next round,” Scaloni said.Scaloni added: “These young people need support, it’s too much pressure on them from life or death. It’s a football match, we have to win and that’s enough.”I believe they need this support, we know what is happening, but they are young people who need this support and positive thinking to give the best and to make the climate the best possible.”Scaloni tinkered with his line-up against Paraguay – dropping Sergio Aguero and Angel Di Maria to the bench – and he could make more changes for the Qatar clash.Asked if Paulo Dybala could play alongside Messi given their similarities, Scaloni responded: “They can play together, they’re two top-level players and they need to work together, which they haven’t done much, but with compromise they could do it.”

zoom China COSCO Holdings managed to slash its quarterly annual loss by 45.3%, and is trying to move forward with the previously announced ore transportation agreement with Brazil’s mining corporation Vale.China COSCO ended the first three months of 2015 with a RMB 1.03 billion (USD 166 million) loss, a RMB 877 million improvement compared to the same period a year earlier.China COSCO says that it managed to reduce the loss by disposing of 22 older vessels, which was the main reason behind the group’s 65.5% dip in non-operating expenses. The quarterly revenue was RMB 14.83bn, up 4.4% compared to the same period the year beforeCOSCO’s container shipping arm handled 2,344,629 TEUs in the quarter, representing an increase of12.8% as compared to the corresponding period of last year. The total throughput of the group’s container terminal business was 16,471,466 TEUs, representing an increase of 6.6% as compared to the same quarter of last year. However, the group’s dry bulk shipping business completed shipment volume of 39,456,789 tons, representing a decrease of 6.07% year-on-year.COSCO plans to improve the results in the dry bulk sector by approving the implementation of a framework agreement signed with Vale back in September 2014.According to the agreement, COSCO Bulk and Vale will enter into a 25-year contracts of affreightment. COSCO Bulk also committed to build and operate ten new very large ore carriers, as well as to purchase four existing very large ore carriers owned by Vale International.China COSCO also authorized the management of a company to negotiate the four very large ore carriers owned by Vale International and its corresponding transportation agreement.

Currently, there are 8,000 Nova Scotians who volunteer in fire service.
TORONTO — While its name suggests a world of entertainment free of limitations, CBS All Access will come with some familiar restrictions when it arrives in Canada next year.Even though the U.S. streaming platform is known for a roster of exclusive TV series, including the upcoming sci-fi adventure “Star Trek: Discovery,” viewers won’t find any of those buzzworthy shows on the Canadian version of the service. That’s because CBS All Access has already licensed some of its biggest projects to Canadian broadcasters as part of a high-stakes battle for TV content. In the case of “Star Trek,” the rights belong to Bell Media, which plans to debut the series on CTV on Sept. 24 before running episodes on Space and Z, its French cable channel. The show will eventually turn up on CraveTV, the company’s streaming service.Meanwhile, “The Good Wife” spinoff “The Good Fight” is owned by Corus and airs on the W Network, while Global broadcasts CBS’ “Big Brother” reality series.Without “Star Trek” or its other big titles, the CBS All Access service faces a tougher sell to Canadians when it arrives in the first half of 2018.“This is the problem with all this stuff — it doesn’t translate to Canada in the same way as it exists in the States,” says Brahm Eiley, president of Convergence Research Group.“Expect it to not be the full menu.”Popular prime-time CBS hits such as “Big Bang Theory,” “Madam Secretary” and “NCIS” usually stream on CBS All Access a day after they’re broadcast, but it’s unclear whether existing contracts with Canadian broadcasters will strip fresh episodes off the service here as well. A representative for CBS declined to offer further details.Streaming video blockades are a familiar experience for many Canadians who have severed ties with their cable provider only to find few legal alternatives to watch their favourite TV shows. In the U.S., viewers can pay US$14.99 per month to subscribe to the streaming service HBO Now without a cable package, which offers access to “Game of Thrones” and the network’s other hit series. In Canada, access to HBO costs $20 a month — but only in tandem with a TV package, it cannot be legally purchased independently. That’s driven some fans to borrow streaming logins from friends with cable, or scour the internet for pirated copies of the latest episodes.Eiley says the announcement by CBS All Access to explore international markets could be a negotiation tactic to drive up the value of its TV series. Canadian broadcasters want big-budget shows with familiar names to fill their prime-time lineups and will pay top dollar.Leslie Moonves, president and chief executive of CBS Corp., told investors on Monday that he plans to sell future CBS series — as well as content from its CW network and Showtime cable channel — under the stipulation that CBS could still offer the content through its own streaming platform.“As time progresses, there will be more and more available content that we’ll be able to put on CBS All Access internationally,” he said in a transcript of a conference call.“We’re pretty smart about content monetization. We figure out each property and how to best monetize it and that will continue in the international marketplace.”Last week, CBS All Access announced three new projects, including “Strange Angel” from executive producer Ridley Scott, and “No Activity,” produced by Will Ferrell. It’ll be up to CBS to decide how to deal with Canadian broadcasters that take a hard-line and insist on exclusivity for streaming.Ultimately, CBS All Access will need more than a few scant new offerings to be a formible streaming competitor.A monthly subscription to CBS All Access costs US$5.99 per month in the U.S., while users can pay $9.99 for a commercial-free version. Prices for Canada haven’t been announced. In the U.S., the service also houses a vast library of classic TV series like “Cheers,” “Beverly Hills 90210” and “Taxi.” Kaan Yigit, a technology analyst at Solutions Research Group, questions whether those older titles would be enough to convince Canadians to pay for the service.“I suppose there is some value in catalogue but I’m uncertain about market potential,” he said.“But (it’s) of course important symbolically as it indicates where the video market is going — subscription-based streaming.”Follow @dfriend on Twitter.

The Secretary-General’s report, issued to the Security Council ahead of its meeting on Liberia on Monday, draws on the recent mission to the region by the Economic Community of West African States (ECOWAS), and the observations of the UN Office in Liberia and the UN Mission in Sierra Leone (UNAMSIL), among others.”Whatever decision the Council may take in response to the present report,” Mr. Annan writes, “it must not lose sight of the urgent need to find an early solution to the conflict in Liberia, whose deleterious effect is fast spreading throughout an already troubled sub-region.”Voicing serious concern, the Secretary-General says that Liberia’s dire and volatile security situation has made it extremely difficult to reach internally displaced persons and third-country refugees who have fallen victim to abductions, conscriptions and various gross violations of human rights.Among other observations, ECOWAS reports that its mediation and verification mission dispatched to Liberia in early April had been told by sources on the ground that some 60 per cent of the territory was now under rebel control. That mission confirmed the grave situation of refugees and noted that there was now no safe have for internally displaced persons who were constantly under attack by rebel groups and government security agents. Amid a “fragile” political climate, characterized by threats to government opponents and widespread human rights abuses, ECOWAS says sanctions were being blamed for everything and used as a pretext for the government to not meet its responsibilities to the people. ECOWAS recommends that an international force should be brought in to maintain peace and security, particularly in light of the impending presidential and legislative elections, Mr. Annan says. While stressing the urgent need for a solution, the Secretary-General, for his part, notes that there is a “glimmer of hope for the search for peace.” He says he is encouraged by the decision of the Security Council to visit Liberia and its neighbours next month. He urges that every effort be made to persuade Liberia and the rebel movement Liberians United for Reconciliation and Democracy (LURD) to listen to the pleas of the Liberian people, renounce violence and give peace a chance.
But although the Yankees like elite fastballs and Paxton has a good one, New York ranked just 16th in four-seam fastball usage last year. The team often uses velocity to set up breaking balls and changeups, which tend to get more swings and misses than fastballs do. And with this strategy, the 2018 Yankees became just the third staff ever to strike out more than 10 batters per nine innings (10.10), joining the 2017 Cleveland Indians (10.08) and 2018 Astros (10.44).So it won’t be a surprise if the Yankees help Paxton by getting him to rely on his fastball less. Paxton threw it 55.6 percent of the time last season, ranking 26th in usage in the majors.Paxton’s cutter ranked second in the majors, behind Trevor Bauer, in whiffs per swing, at 37.2 percent. The New York Yankees tried to trade last winter for Gerrit Cole, arguably the top starting pitcher available. They were not willing to to meet the Pittsburgh Pirates’ asking price. Cole landed in Houston. Who knows how he might have changed the Yankees’ 2018 season. This offseason, the Yankees again targeted the top pitcher available. This time, they got him.The Yankees acquired left-handed pitcher James Paxton from the Seattle Mariners on Monday evening for a package of three prospects. While he might not be a household name outside the Pacific Northwest, he offers the Yankees the potential for a second legit ace alongside Luis Severino.Paxton ranks near the top of the leaderboard in nearly every rate statistic that indicates pitcher dominance. Since his breakout 2017 season, Paxton ranks sixth in the majors in strikeouts per nine innings (11.1) among pitchers who have thrown at least 150 innings, sixth in strikeout percentage minus walk percentage (23.8 percent) and eighth in wins above replacement per 200 innings (5.7) — a rough measure of what a healthy starting pitcher might provide over a full season — trailing starters Chris Sale, Max Scherzer, Jacob deGrom, Corey Kluber, Noah Syndergaard and Severino, plus reliever Blake Treinen, who got a lot of work in last year. In other words, the elite of the elite. He ranks seventh since 2017 in fielding-independent pitching (2.95), which is scaled like ERA but factors out how the defense affects pitchers’ stats, and 34th by a more traditional measure, ERA (3.40).Is it enough to close the gap with the reigning World Series champions, the Boston Red Sox?Yankees GM Brian Cashman said adding Paxton may be just a start.“We’ve got one in the fold,” Cashman said. “And at the very worst we’re looking to add another.”And the same way Cole improved with the Astros last season, the Yankees might also be acquiring a pitcher who could get better in his new home. Even a home as hitter-friendly as Yankee Stadium. The Yankees prize velocity. They led the majors with an average fastball of 95.3 mph last season, and the three hardest-throwing staffs of the pitch-tracking era (since 2007) have played in pinstripes. Paxton’s fastball averaged 95.9 mph last season, ranking 15th among pitchers that had thrown at least 100 innings (Severino was second at 97.9 mph).Paxton has one of the game’s top whiff rates (26.1 percent on pitches that drew a swing) on his fastball and he also allows some of the weakest contact in the game. The average exit velocity of balls batters made contact with against him (89.4 mph) ranked in the lowest 4 percent. Here’s an elevated 97 mph fastball that Paxton threw for his 15th strikeout in a May game against the Oakland A’s: He could benefit from using those offspeed and breaking pitches more often, and he might have a fourth pitch if he keeps to his plan to incorporate a changeup.“Oh, I’ve seen it,” Mariners starter Wade LeBlanc told The Athletic in September. “If he were to throw that pitch in games, it would be the best [changeup] on the team.”The problem with Paxton is less quality than quantity. The ace, who is under club control through 2020, doesn’t always contribute volume, as he’s often on the disabled list.He has never thrown 200 innings in major league season, and his 160.1 innings last season were a career high. He’s dealt with an assortment of injuries, including a forearm bruise this past season. So for the Yankees, he’s not without risk, but the asking price wasn’t as steep as it was Cole. The Yankees did part with left-handed pitcher Justus Sheffield, their No. 1-ranked prospect, according to Baseball America and FanGraphs. Sheffield was acquired in the 2016 midsummer trade that sent reliever Andrew Miller to Cleveland. But Sheffield isn’t the same quality of prospect that Yankees infielders Gleyber Torres or Miguel Andujar were a year ago, according to some analysts, when the Pittsburgh Pirates demanded one of them in exchange for Cole. Some evaluators believe Sheffield might end up becoming a bullpen arm. Others see him as a mid-rotation starter. Sheffield has talent but his command issues continued in 2018. The Mariners might see more potential to work with in Sheffield, and the team also received powerful righty Erik Swanson and outfielder Don Thompson-Williams.After selling his most valuable asset, Mariners GM Jerry Dipoto told reporters that the team plans to take a “step back” in 2019 and then take “two steps forward” later, with a focus on 2020 and 2021.That’s an optimistic assessment. The Mariners faded from playoff contention last season, and their average hitter last year was 29.8 years old, tying them with the San Francisco Giants for the oldest position players in the majors. (Their pitching staff was the 10th oldest at 29.0 years). By some measures, they have the game’s weakest farm system. The Mariners depleted their farm in recent years to upgrade the major league roster, but they have not advanced to the postseason since 2001, the longest drought in the majors. They might be waiting a while longer. As for the Yankees, who won 100 games last season but finished eight games behind Boston, a healthy Paxton will help them close the gap in the AL East. The Yankees starters were fifth in WAR last season and tied for ninth in ERA-, which accounts for park effects and the league run environment. Paxton provides a massive upgrade from New York’s weakest link in Sonny Gray (5.26 ERA). The Yankees’ staff was already good, and now it might be great. Opponents hit .145 versus Paxton’s cutter and .235 against his curveball, including this whiff against Josh Donaldson during a no-hitter Paxton threw against the Toronto Blue Jays in Canada, where he grew up:

The pod is swimming well away,” Department of Conservation regional conservation manager Andrew Lamason told AFP.“They’re the exact words,” he added, when asked if he was cautiously optimistic the crisis was over. “We’ve pulled our boats out of the water.”The news came as a relief for the hundreds of exhausted volunteers, who had spent three days comforting the stranded animals and keeping them cool while waiting to refloat them on the high tide.Late Saturday afternoon, when rescuers believed the situation to be under control, about 240 whales moved around a small flotilla of boats and a human chain of rescuers standing in the water trying to herd them away. Volunteers made a human chain to guide the pod back to sea. Source: AP/Press Association ImagesThey beached themselves about three kilometres from the Friday stranding.By this morning most had managed to refloat themselves and at high tide volunteer workers were able to get the remaining animals back into the water where boats were used to guide them towards the other survivors. Many volunteers gathered on the shoreline broke down in tears on hearing the latest strandings appeared to be over.‘Emotionally drained’Louisa Hawkes, from the environmental group Project Jonah which has been assisting with the rescue, told them it was only natural they would feel emotionally drained.“The stranding might be winding down but the emotions are still quite close to the surface. There have been some really hard moments,” she said.Lamason estimated 666 whales beached themselves “but that will get the conspiracy theorists going”, he added, referring to the figure which is the reputed Biblical reference to the devil. There were references on social media in New Zealand suggesting the strandings and a 5.2-magnitude earthquake near Kaikoura, which was severely damaged by a 7.8 earthquake in November, may have been linked.Similar questions were raised in 2011 when 107 pilot whales beached themselves on Stewart Island off the coast of the New Zealand mainland, just two days before 185 people were killed in the Christchurch earthquake. However, scientists have dismissed this theory.“There’s no strong evidence that strandings are linked to earthquake events. For marine mammals these events are mostly inconsequential to them,” Auckland University marine biologist Rochelle Constantine told the New Zealand Herald.“I think these whales just make a mistake.”© – AFP, 2017Read: This Irish film tells the fascinating story of a tiny folk-artist called Maud >Read: Bad weather is making the price of some vegetables soar >

The league will review each case individually, and key factors for discipline level include the time and severity of the violations.Blizzard published the names of disciplined players in the press release. TV and Movies Digital Media Share your voice Netflix’s price hikes are coming quick 1:41 Last month, the company said Bird Box, its post-apocalyptic thriller starring Sandra Bullock, was watched by 45 million accounts in the first seven days it was available, the best viewership for one of its original movies yet. And Tuesday, Netflix announced price hikes. The prospect of a higher monthly bill wasn’t welcome news for consumers, but investors reacted with glee, and analysts interpreted it as Netflix flexing its muscles in the middle of a hot streak. Netflix doubled down on viewership disclosures Thursday. Bird Box has now been watched by more than 80 million member households in four weeks, the company said, adding that the movie was getting “high repeat viewing.” Looking ahead, Netflix expects You — a thriller series about a bookish stalker, which struggled to find an audience when it aired on Lifetime — to surpass 40 million households in its first four weeks, and it predicts Sex Education, a British series that Netflix is distributing globally, to reach more than 40 million in the first four weeks too. You, a thriller about a stalker played by Penn Badgley, struggled to find its audience on Lifetime, the network where it premiered. Netflix The eternal caveat about Netflix numbers like these? They’re not independently verified. Nielsen offers some ratings for Netflix programs, which it figures with its own system of measurement that leaves out any viewing on mobile devices and doesn’t count people watching outside the US. Nielsen’s initial Bird Box numbers supported the general case that the movie was widely popular, though. And Netflix’s definition of a view carries different meaning for a movie versus a show. Netflix counts a movie as viewed once an account watches 70 percent of the total runtime, including credits. But for shows, Netflix credits the title with a view if an account gets through 70 percent of the total runtime of a single episode. But Ted Sarandos, Netflix’s head of content, defended the worth of the stats Thursday. “These are less financial metrics as they are cultural metrics,” he said. “For part of your Netflix subscription, you’re in the zeitgeist. You’re watching the programming that the rest of the world is loving at the same time.”The company also relished a competitive jab at YouTube, Google’s massive video site that Netflix’s CEO Reed Hastings routinely admits envying for the 1.9 billion people who use it every month. “When YouTube went down globally for a few minutes in October, our viewing and signups spiked for that time,” the company said Thursday.Netflix shares fell Thursday, after they spiked two days earlier on news of the price increase. Shares were down 2.6 percent at $344 in after-hours trading. In its latest results, Netflix’s international subscriber base increased by 7.3 million paid members to 80.77 million, beating the 6.1 million additions the company predicted. In the US, Netflix added 1.53 million paid streaming customers, for a total of 58.49 million, slightly topping its 1.5 million guidance.Netflix is switching focus on how it reports its subscribers this year. While investors previously kept watch on Netflix’s number of total streaming members, which includes trial memberships, this year the company will make predictions only about paid memberships. By directing focus away from figures that include free trials, Netflix hopes its subscriber numbers won’t seem as lumpy as they have in the past. Looking ahead, Netflix expects to add 1.6 million paid streaming members in the US and 7.3 million internationally in the current quarter. Netflix also predicted 56 cents per share in earnings. On average, Wall Street analysts who track Netflix expected 83 cents.Overall, Netflix reported a profit of $133.9 million, or 30 cents a share, compared with $185.5 million, or 41 cents a share, a year earlier. Revenue rose 27 percent to $4.19 billion.Analysts on average expected per-share profit of 24 cents — a penny higher than Netflix’s forecast — and $4.21 billion in revenue.First published Jan. 17, 1:11 p.m. PT. Saeed Adyani/Netflix If you want to blame anyone for Netflix raising prices, look to all the newbs who are signing up in droves. The streaming video service reported that more people signed up in the last three months of 2018 than any other quarter ever, and it predicted even more new members in the first quarter of 2019. Many pedestrians fear for their lives while crossing the Cemetery Road pedestrian bridge every day, as they go to work and return to their homes.Known by many as the “Spooky Bridge”, people’s fear of crossing it stems not only from the fact that it is right next to the graveyard and flanked by scary-looking trees. Some of the barrier poles on the bridge are not there at all, while others are broken and dangling off the structure. The Ladysmith Gazette ran a story about the state of the bridge on April 9, 2015, but up until now, nothing has been done to sort out this problem.“It’s also very dangerous at night, as a criminal could easily attack and throw someone off,” said a terrified pedestrian.
January 23, 2018 – In a new international collaborative study between The Chinese University of Hong Kong and Ann & Robert H. Lurie Children’s Hospital of Chicago, researchers created a machine learning algorithm that uses brain scans to predict language ability in deaf children after they receive a cochlear implant. This study’s novel use of artificial intelligence to understand brain structure underlying language development has broad-reaching implications for children with developmental challenges. It was published in the Proceedings of the National Academy of Sciences of the United States of America.”The ability to predict language development is important because it allows clinicians and educators to intervene with therapy to maximize language learning for the child,” said co-senior author Patrick C. M. Wong, Ph.D., a cognitive neuroscientist, professor and director of the Brain and Mind Institute at The Chinese University of Hong Kong. “Since the brain underlies all human ability, the methods we have applied to children with hearing loss could have widespread use in predicting function and improving the lives of children with a broad range of disabilities,” said Wong.A cochlear implant is the most effective treatment for children born with significant hearing loss when hearing aids are not enough for the child to develop age-appropriate listening and language ability. Decades of research have shown that early cochlear implantation is critical. Although a cochlear implant enables many children with hearing loss to understand and develop speech, some children lag behind their normal-hearing peers despite receiving an implant as an infant or toddler. Helping these children achieve the language and literacy of hearing children is important and the focus of much research, as these skills are critical to academic success, social and emotional well-being and employment opportunities.”So far, we have not had a reliable way to predict which children are at risk to develop poorer language. Our study is the first to provide clinicians and caregivers with concrete information about how much language improvement can be expected given the child’s brain development immediately before surgery,” said co-senior author Nancy M. Young, M.D., Medical Director, Audiology and Cochlear Implant Programs at Lurie Children’s, a surgeon and professor at Northwestern University Feinberg School of Medicine. “The ability to forecast children at risk is the critical first step to improving their outcome. It will lay the groundwork for future development and testing of customized therapies.””A one-size-fits-all intensive therapy approach is impractical and may not adequately address the needs of those children most at risk to fall behind,” added Wong.Erin Ingvalson, assistant professor at Florida State University who began work on the project as a post-doctoral student at Northwestern University, said “our goal is to eliminate the gap in language outcomes often found when children with hearing loss are compared to those with normal hearing.””The ability to optimize therapy for each child with hearing loss will transform many lives,” said Ingvalson.Successful hearing and spoken language development depends on both the ear and the brain. Hearing loss early in life deprives the auditory areas of the brain of stimulation, which causes abnormal patterns of brain development.”We used MRI [magnetic resonance imaging] to capture these abnormal patterns before cochlear implant surgery and constructed a machine-learning algorithm for predicting language development with a relatively high degree of accuracy, specificity and sensitivity,” Wong explained. “Although the current algorithm is built for children with hearing impairment, research is being conducted to also predict language development in other pediatric populations.”For more information: www.pnas.org News | Artificial Intelligence | August 08, 2019 Half of Hospital Decision Makers Plan to Invest in AI by 2021 August 8, 2019 — A recent study conducted by Olive AI explores how hospital leaders are responding to the imperative read more Technology | Interventional Radiology | August 16, 2019 Profound Medical Receives U.S. FDA 510(k) Clearance for Tulsa-Pro Profound Medical Corp. announced it has received 510(k) clearance from the U.S. Food and Drug Administration (FDA) to… read more Related Content News | Stroke | August 16, 2019 Mobile Stroke Unit Gets Patients Quicker Treatment Than Traditional Ambulance Every second counts for stroke patients, as studies show they can lose up to 27 million brain cells per minute…. read more News | Magnetic Resonance Imaging (MRI) | January 23, 2018 Brain Imaging Predicts Language Learning in Deaf Children Study shows that early cochlear implantation is critical to language development in deaf children Images of regions of interest (colored lines) in the white matter skeleton representation. Comments Share In recent years, as the crime rate has dropped, long drug sentences have come under increasing scrutiny and downward trends already are taking shape. The Supreme Court has made sentencing guideline ranges advisory rather than mandatory. Obama signed the Fair Sentencing Act in 2010 to cut penalties for crack cocaine offenses. And last year, the independent Sentencing Commission, which sets sentencing policy, reduced guideline ranges for drug crimes and applied those retroactively.Overall, Obama has commuted the sentences of 89 people, surpassing the combined number of commutations granted by the previous four presidents. But that’s still a sliver of all those seeking clemency: Justice Department statistics show that roughly 2,100 commutation petitions have been received so far this fiscal year, and about 7,900 are pending.___Associated Press writer Eric Tucker contributed to this report.___Follow Nancy Benac on Twitter at http://twitter.com/nbenacCopyright © The Associated Press. Since Congress enacted mandatory minimum sentences for drug crimes in the 1980s, the federal prison population has grown from 24,000 to more than 214,000, according to Families Against Mandatory Minimums, a group seeking sentencing changes. And the costs, Obama says, are over $80 billion a year to incarcerate people who often “have only been engaged in nonviolent drug offenses.”“Congress simply can’t act fast enough,” said Julie Stewart, president and founder of Families Against Mandatory Minimums. She said that while Obama’s executive actions have picked off some of the most egregious sentencing inequities, significant legislative action is needed to stop the flow of people “going to prison year in and year out, serving too much time.”Support from tough-on-crime Republicans in any such effort is critical, Stewart said, likening it to a Nixon-goes-to-China moment.Todd Cox, a senior fellow at the Center for American Progress, a liberal advocacy group, said there was momentum from both ends of the political spectrum to address the over-criminalization that has “resulted in people being put in prison who frankly shouldn’t be there.” His group is part of the Coalition for Public Safety, whose members and backers range from the liberal American Civil Liberties Union to the conservative Koch brothers. Arizona families, Arizona farms: providing the local community with responsibly produced dairy Here’s how to repair and patch damaged drywall WASHINGTON (AP) — Hoping to seize on a moment of opportunity, President Barack Obama is pushing for bipartisan action to change the criminal justice system in ways that go far beyond the limited executive powers he’s used to reduce harsh prison sentences for dozens of non-violent offenders. In a speech to the NAACP’s annual convention in Philadelphia on Tuesday, the president planned to call for legislative action to reduce unduly harsh sentences, eliminate disparities in the way justice is applied and lessen taxpayer costs to house prisoners. Jim Sensenbrenner of Wisconsin, a member of the House Judiciary Committee who has proposed bipartisan legislation, accused the president of issuing commutations as a politically motivated stunt.“Commuting the sentences of a few drug offenders is a move designed to spur headlines, not meaningful reform,” Sensenbrenner said.In the Senate, Judiciary Committee Chairman Chuck Grassley, R-Iowa, said in a statement he’s been working toward bipartisan agreement on broad legislation that could include reductions in mandatory minimum sentences “in certain situations.”
