PM Says Gov’t Committed to Strengthening International Co-Operation

The Prime Minister was addressing members of the Diplomatic Corps at Jamaica House, on February 5, as part of activities to observe Diplomatic Week. Mrs. Simpson Miller noted that Jamaica’s foreign policy has always been characterised by mutual respect and territorial integrity. “In our external affairs, Jamaica has forged, enhanced and advanced cordial and fruitful relations with our traditional partners as well as with emerging economies,” she said. “We are a sovereign nation that seeks to expand opportunity for our people and foster respectful relations with any State that wishes to partner with us in our quest for growth and development, with job creation,” the Prime Minister added. Mrs. Simpson Miller said that Jamaica will continue to strengthen its ties with traditional partners in the East and West, as well as in North America and Europe, even as it explores opportunities in the Latin American region. CBS All Access likely to offer a limited Canadian menu

TORONTO — While its name suggests a world of entertainment free of limitations, CBS All Access will come with some familiar restrictions when it arrives in Canada next year.Even though the U.S. streaming platform is known for a roster of exclusive TV series, including the upcoming sci-fi adventure “Star Trek: Discovery,” viewers won’t find any of those buzzworthy shows on the Canadian version of the service.That’s because CBS All Access has already licensed some of its biggest projects to Canadian broadcasters as part of a high-stakes battle for TV content.In the case of “Star Trek,” the rights belong to Bell Media, which plans to debut the series on CTV on Sept. 24 before running episodes on Space and Z, its French cable channel. The show will eventually turn up on CraveTV, the company’s streaming service.Meanwhile, “The Good Wife” spinoff “The Good Fight” is owned by Corus and airs on the W Network, while Global broadcasts CBS’ “Big Brother” reality series.Without “Star Trek” or its other big titles, the CBS All Access service faces a tougher sell to Canadians when it arrives in the first half of 2018.“This is the problem with all this stuff — it doesn’t translate to Canada in the same way as it exists in the States,” says Brahm Eiley, president of Convergence Research Group.“Expect it to not be the full menu.”Popular prime-time CBS hits such as “Big Bang Theory,” “Madam Secretary” and “NCIS” usually stream on CBS All Access a day after they’re broadcast, but it’s unclear whether existing contracts with Canadian broadcasters will strip fresh episodes off the service here as well. Police say they found a victim who had been sexually assaulted. The Secretary-General’s report, issued to the Security Council ahead of its meeting on Liberia on Monday, draws on the recent mission to the region by the Economic Community of West African States (ECOWAS), and the observations of the UN Office in Liberia and the UN Mission in Sierra Leone (UNAMSIL), among others.”Whatever decision the Council may take in response to the present report,” Mr. Annan writes, “it must not lose sight of the urgent need to find an early solution to the conflict in Liberia, whose deleterious effect is fast spreading throughout an already troubled sub-region.”Voicing serious concern, the Secretary-General says that Liberia’s dire and volatile security situation has made it extremely difficult to reach internally displaced persons and third-country refugees who have fallen victim to abductions, conscriptions and various gross violations of human rights.Among other observations, ECOWAS reports that its mediation and verification mission dispatched to Liberia in early April had been told by sources on the ground that some 60 per cent of the territory was now under rebel control. That mission confirmed the grave situation of refugees and noted that there was now no safe have for internally displaced persons who were constantly under attack by rebel groups and government security agents. Amid a “fragile” political climate, characterized by threats to government opponents and widespread human rights abuses, ECOWAS says sanctions were being blamed for everything and used as a pretext for the government to not meet its responsibilities to the people. ECOWAS recommends that an international force should be brought in to maintain peace and security, particularly in light of the impending presidential and legislative elections, Mr. Annan says. Paxton threw it 55.6 percent of the time last season, ranking 26th in usage in the majors.Paxton’s cutter ranked second in the majors, behind Trevor Bauer, in whiffs per swing, at 37.2 percent. The New York Yankees tried to trade last winter for Gerrit Cole, arguably the top starting pitcher available. They were not willing to to meet the Pittsburgh Pirates’ asking price. This time, they got him.The Yankees acquired left-handed pitcher James Paxton from the Seattle Mariners on Monday evening for a package of three prospects. While he might not be a household name outside the Pacific Northwest, he offers the Yankees the potential for a second legit ace alongside Luis Severino.Paxton ranks near the top of the leaderboard in nearly every rate statistic that indicates pitcher dominance. Since his breakout 2017 season, Paxton ranks sixth in the majors in strikeouts per nine innings (11.1) among pitchers who have thrown at least 150 innings, sixth in strikeout percentage minus walk percentage (23.8 percent) and eighth in wins above replacement per 200 innings (5.7) — a rough measure of what a healthy starting pitcher might provide over a full season — trailing starters Chris Sale, Max Scherzer, Jacob deGrom, Corey Kluber, Noah Syndergaard and Severino, plus reliever Blake Treinen, who got a lot of work in last year. In other words, the elite of the elite. He ranks seventh since 2017 in fielding-independent pitching (2.95), which is scaled like ERA but factors out how the defense affects pitchers’ stats, and 34th by a more traditional measure, ERA (3.40).Is it enough to close the gap with the reigning World Series champions, the Boston Red Sox?Yankees GM Brian Cashman said adding Paxton may be just a start.“We’ve got one in the fold,” Cashman said. “And at the very worst we’re looking to add another.”And the same way Cole improved with the Astros last season, the Yankees might also be acquiring a pitcher who could get better in his new home. Even a home as hitter-friendly as Yankee Stadium.The Yankees prize velocity. They led the majors with an average fastball of 95.3 mph last season, and the three hardest-throwing staffs of the pitch-tracking era (since 2007) have played in pinstripes. Paxton’s fastball averaged 95.9 mph last season, ranking 15th among pitchers that had thrown at least 100 innings (Severino was second at 97.9 mph).Paxton has one of the game’s top whiff rates (26.1 percent on pitches that drew a swing) on his fastball and he also allows some of the weakest contact in the game. The average exit velocity of balls batters made contact with against him (89.4 mph) ranked in the lowest 4 percent. Here’s an elevated 97 mph fastball that Paxton threw for his 15th strikeout in a May game against the Oakland A’s: He could benefit from using those offspeed and breaking pitches more often, and he might have a fourth pitch if he keeps to his plan to incorporate a changeup.“Oh, I’ve seen it,” Mariners starter Wade LeBlanc told The Athletic in September. “If he were to throw that pitch in games, it would be the best [changeup] on the team.”The problem with Paxton is less quality than quantity. The ace, who is under club control through 2020, doesn’t always contribute volume, as he’s often on the disabled list.He has never thrown 200 innings in major league season, and his 160.1 innings last season were a career high. He’s dealt with an assortment of injuries, including a forearm bruise this past season. So for the Yankees, he’s not without risk, but the asking price wasn’t as steep as it was Cole.The Yankees did part with left-handed pitcher Justus Sheffield, their No. 1-ranked prospect, according to Baseball America and FanGraphs. Sheffield was acquired in the 2016 midsummer trade that sent reliever Andrew Miller to Cleveland.But Sheffield isn’t the same quality of prospect that Yankees infielders Gleyber Torres or Miguel Andujar were a year ago, according to some analysts, when the Pittsburgh Pirates demanded one of them in exchange for Cole. Some evaluators believe Sheffield might end up becoming a bullpen arm. Others see him as a mid-rotation starter. Sheffield has talent but his command issues continued in 2018. The Mariners might see more potential to work with in Sheffield, and the team also received powerful righty Erik Swanson and outfielder Don Thompson-Williams.After selling his most valuable asset, Mariners GM Jerry Dipoto told reporters that the team plans to take a “step back” in 2019 and then take “two steps forward” later, with a focus on 2020 and 2021.That’s an optimistic assessment.The Mariners faded from playoff contention last season, and their average hitter last year was 29.8 years old, tying them with the San Francisco Giants for the oldest position players in the majors. (Their pitching staff was the 10th oldest at 29.0 years). By some measures, they have the game’s weakest farm system. The Mariners depleted their farm in recent years to upgrade the major league roster, but they have not advanced to the postseason since 2001, the longest drought in the majors. They might be waiting a while longer. As for the Yankees, who won 100 games last season but finished eight games behind Boston, a healthy Paxton will help them close the gap in the AL East.The Yankees starters were fifth in WAR last season and tied for ninth in ERA-, which accounts for park effects and the league run environment. first_imgStay on target Overwatch is keeping an eye on rule-breaking players with a new disciplinary initiative.On Friday, Blizzard Entertainment, Inc., the company that developed Overwatch, announced a new discipline tracker for pros in a press release.Starting next year, Overwatch League will keep track of a list of players who are disciplined for disobeying the Overwatch League rules of competition and code of conduct. According to Blizzard, seven Overwatch players were already penalized for their misconduct.When players join the Overwatch League,  the league office reviews their conduct record, and will discipline those that break the rules. The league will review each case individually, and key factors for discipline level include the time and severity of the violations.Blizzard published the names of disciplined players in the press release. Infractions and actions taken were also listed, including game suspensions for account boosting and fines for account sharing.The list didn’t include players who are not under contract with an Overwatch League team and might receive fines or suspensions if they return to the league. Brain Imaging Predicts Language Learning in Deaf Children

first_img January 23, 2018 – In a new international collaborative study between The Chinese University of Hong Kong and Ann & Robert H. Lurie Children’s Hospital of Chicago, researchers created a machine learning algorithm that uses brain scans to predict language ability in deaf children after they receive a cochlear implant. This study’s novel use of artificial intelligence to understand brain structure underlying language development has broad-reaching implications for children with developmental challenges. It was published in the Proceedings of the National Academy of Sciences of the United States of America.”The ability to predict language development is important because it allows clinicians and educators to intervene with therapy to maximize language learning for the child,” said co-senior author Patrick C. M. Wong, Ph.D., a cognitive neuroscientist, professor and director of the Brain and Mind Institute at The Chinese University of Hong Kong. “Since the brain underlies all human ability, the methods we have applied to children with hearing loss could have widespread use in predicting function and improving the lives of children with a broad range of disabilities,” said Wong.A cochlear implant is the most effective treatment for children born with significant hearing loss when hearing aids are not enough for the child to develop age-appropriate listening and language ability. Decades of research have shown that early cochlear implantation is critical. Although a cochlear implant enables many children with hearing loss to understand and develop speech, some children lag behind their normal-hearing peers despite receiving an implant as an infant or toddler. Helping these children achieve the language and literacy of hearing children is important and the focus of much research, as these skills are critical to academic success, social and emotional well-being and employment opportunities.”So far, we have not had a reliable way to predict which children are at risk to develop poorer language. Our study is the first to provide clinicians and caregivers with concrete information about how much language improvement can be expected given the child’s brain development immediately before surgery,” said co-senior author Nancy M. Young, M.D., Medical Director, Audiology and Cochlear Implant Programs at Lurie Children’s, a surgeon and professor at Northwestern University Feinberg School of Medicine. “The ability to forecast children at risk is the critical first step to improving their outcome. It will lay the groundwork for future development and testing of customized therapies.””A one-size-fits-all intensive therapy approach is impractical and may not adequately address the needs of those children most at risk to fall behind,” added Wong.Erin Ingvalson, assistant professor at Florida State University who began work on the project as a post-doctoral student at Northwestern University, said “our goal is to eliminate the gap in language outcomes often found when children with hearing loss are compared to those with normal hearing.””The ability to optimize therapy for each child with hearing loss will transform many lives,” said Ingvalson.Successful hearing and spoken language development depends on both the ear and the brain.
